After understanding this public health concern, the government has started several programs, but certain loopholes hinder the country’s recovery process. There is a high number of people suffering from drug and alcohol abuse and a comparatively limited number of bed spaces in public hospitals, which leads to overcrowding and long waitlists, which ultimately delay treatment. According to a report by the Delhi State Legal Services Authority, 2018, there is a big concern about overcrowding at government de-addition centers.

Another study by the Centre for Addiction Medicine (CAM) found that the quality of care in government facilities in India is frequently impacted by a shortage of appropriately certified professionals. Access to essential therapeutic services is restricted for those living in rural areas. Government programs might also take a one-size-fits-all approach, ignoring the necessity for specialized treatment that considers each patient’s unique needs.

The majority of people in the country are sometimes unable to afford the high costs associated with private drug treatment facilities. In certain hospitals, luxurious facilities are given priority over evidence-based therapeutic methods, which may lead to a preference for comfort over long-term healing.

Also, loose regulations in the private sector may result in different facilities compromising on the quality of care. This exposes people and their families to treatment methods that may be detrimental or useless. According to a report published in the Indian Journal Of Medical Ethics, over 250–300 unregulated de-addiction centers were functioning in Delhi alone in 2018, raising questions regarding quality standards.

NGOs often offer more flexible and accessible substance abuse treatment options, filling the gaps left by government facilities. Nonprofit organizations run detoxification and rehabilitation centers at a very low cost as compared to private establishments. They frequently depend on grants, donations, and fundraisers to cover the cost of therapy, making it affordable for families and individuals from low-income backgrounds.

NGOs receive donations and funding to finance their activities. This enables them to provide free resources to people who cannot afford them.
